The area that is now the town of Windsor was known only as a "beautiful green valley with sturdy oak trees," with grass that grew as high as the girth on a horse's saddle. The earliest recorded settlers with their families did not arrive until 1851. From the late 1800s through the early 1980s, Windsor was primarily a small farming community. The town was incorporated in 1992.
Today the town of Windsor is the newest and one of the fastest growing cities in Sonoma County and the fourth largest town in the county. The population is approximately 25,745 residents. Many of the area's farms have been converted to vineyards, a number of which produce world-class, award-winning wines. Windsor is home to five retail shopping centers, several light industrial and business parks, new office buildings, and many new homes and neighborhoods.

Both languages are used for instruction in content areas such as science or math.
The district also includes a middle school and high school. It was awarded a California Distinguished School Award in 2001 and the California Gold Bell Award in 2004.
